This paper discusses ways to enhance the efficiency and effectiveness of Egypt's customs administration. It addresses the main problems facing both market participants and the Customs Authority, which include high transaction costs, low tariff collection rates, and recurring disputes between traders and customs authorities. Drawing on contracting literature and international experience, the paper offers a set of recommendations to modernize Egypt's customs administration. These recommendations include reforming the current tariff structure; reducing non-tariff barriers; re-engineering customs rules and procedures; developing an efficient dispute resolution mechanism; and linking the incentives for customs officials with performance.
